Petition Establish a Royal Commission to investigate HM Revenue and Customs

HM Revenue and Customs are ineffective and biased against all but very large businesses which it allows to manipulate the system.
Small businesses encounter strong arm tactics with harassment and threats, even when the original mistake is HMRC's own.
Stock replies are that documents from other sections are not available and that telephone numbers, fax numbers and other means of contact which are provided by HMRC are not recognised by other sections of HMRC and businesses are required to provide copy documentation which was originally issued by HMRC.
The ineffectiveness and inefficiencies result in a loss of resources to small businesses while the costs incurred by HMRC are borne by the public purse.
