Previous governments have lacked the will to do anything about hard pressed taxpayers being ripped off by hugely wealthy individuals and groups of people who pretend to be down and outs and beg for money on the streets of our towns and cities. The law needs to be changed so that taxes can be paid on the huge sums being misguidedly handed over to these con artists.
