Stamp duty on property used as a main home should be charged according to the difference in the sale value of the old home to the purchase value of the new home.
People who are downsizing should receive a discount on the standard rate as they could be attempting to avoid financial difficulty. people moving to much larger homes should pay a higher rate for a larger upgrade but with a discount given for each child living in the property. People forced to move because of illness or to be near a family member should not pay any stamp duty or VAT for legal and agency services if they buy a property comparable in size to the original when it is located in a different area, or similar in price when it is located is in the same area.
