Petition Hold Councillors responsible for behaviour outside of 'Council Duties'

If a person becomes a Councillor then their behaviour should be covered by the Council Code of Conduct whether or not they are acting on Council business. At the moment a Councillor can behave in any way to the public with no re-dress if they are not on 'Council Duties'. If there are issues with a person's behaviour with constituents then should they be allowed to hold the position of Councillor regardless.
