Petition Public Arbitration and Tort Service

Create PATS, a ‘Public Arbitration and Tort Service’ and incorporate it into the Civil Justice System.
All complaints made by the public, including that of putative criminal offences, would be scrutinised by arbitration panels and categorized into individual or class actions.
The CPS and judiciary would have no veto on whether a case is prosecuted or litigated.
PATS would merge all current public and private complaints bodies.
Trading and social complaints and disputes would be resolved by arbitration. Identified civil offence and crime would be litigated or prosecuted in the civil and/or criminal courts.
