In my experience small "domestic" trailers being pulled by private cars tend to be insecurely loaded and the loads not safely tied down.
If they shed their loads on a motorway they can cause very serious accidents.
I have seen this happen.
Therefore please consider a new law to prohibit small trailers being towed by private cars from driving on Motorways.
