Petition Your not an adult until age 18 so why are adult fares charged at 16?

Why should a 16/17 year student have to pay full adult fares to travel by train to college. Railcards are not valid until after 9.30 am. No other concessions are available. How can this possibly be justified? Please sign and help to get this ludicrous situation rectified.
