Rejected petition stronger laws and penalties for dog fighting and baiting

We want stronger laws and stiffer penalties to outlaw dog fighting , dog baiting, and cat coursing,
It is becoming increasingly more serious as to how these people get their hands on peoples pets, even attacks while out walking your dog, it is barbaric and savage, it will not stop until it is completely outlawed and examples are made of those caught.
The crimes are stealing anothers pet, using that animal in the most barbaric act of cruelty.it should have a custodial sentence to it.no exemptions
