Petition Child Support improvements

If a child support baby is born in the UK, should the child get the right to chose which of its parents gets child support and parenting rights, based on violence to care background checks, from both parents.
If the baby is too young to make the decision itself, shouldn't the gender of the baby favour which of its parents gets to parent, (men for men, women for women)?
Would this help end the blatant use of child support , just to get out of working after leaving school, because the child support cant be guaranteed before the birth? One more thing, to encourage child support babies not to get into the action of stealing, thus crime mentality, give a small percentage of it, directly to the child as pocket money every day (30p a day etc) to learn to spend and save like adults do so they don't have to live without any money at all, in a money run state?
