Rejected petition Vote selection for "None of the above"

Add a selection to the ballot paper to allow the voter to select "None of the above", when the voter does not support any of the parties listed.

This will create a way to allow the voter to express an opinion which does not exist today. The count for this new selection should be included in all result declarations.
