If the government was in place an overdraft limit which would limit government borrowing. If the government wants to break it then Parliament should have to be consulted and a vote of Parliament occur. Emergency overdraft limit borrowing if something like Lehmans happened but Parliament should meet as soon as possible to discuss the issue and a vote occur.
