Instead of spending £50bn to shave 20 minutes off the train journey from London to Birmingham, spend the money on providing robust flood proof lines for both passengers and freight to link Devon and Cornwall with the rest of the UK. A tunnel to replace the Dawlish section of the line would probably cost this much but would have huge benefits for the whole country.
