To prevent BT Openreach from having a monopoly on service provision. The company can clearly not handle the whole of our country's telecoms network.
To make Openreach directly contactable for end-users (e.g. through the use of a call centre).
To increase Openreach's transparency to consumers and businesses in its service level reporting to industry.
