Many road users are so out of date with the current Highway Code it should be obligatory to have a hard copy of the latest version in any motorised vehicle as a condition of road use. This would be an inexpensive measure road safety measure and act as ready point of reference for any motorists confused by the responsibilities they have to other road users including; fellow motorists, cyclists, horse riders and pedestrians. Failure to carry a copy should be subject to 3 penalty points and a fine. All new cars should have one provided at sale/lease and it should be a MOT pass/fail point.
