Replacing of many of the current benefits with a coupon scheme that can only be redeemed for Food/clothing/bills/rent would provide incentive for people on Benefits to return to work. This will help prevent tax payers money from being used by those on Benefits for luxury items that tax payers themselves cannot afford.
Black market trade of the coupons would be illegal
