This works in Australia so I think it could work in the UK to stop any un-insured cars on our roads!
When you tax your car each year they could include in the price for basic 3rd party car insurance which would be backed by the government then it will greatly reduce the number of un-insured motorists on the road!
If you want to buy extra insurance then you can at your own expense!
It would also give the younger driver a break as well as they are being ripped off by the insurance companies at the moment!
