Rejected petition make it compulsary for all councils to log down details and keep a register of pets found deceased

when councils pick up dead animals they dont scan for a chip let alone keep a register of the type, colour, area, date. This means that people never find out about their animals. It should be compulsary that all councils have to keep a log of these animals so at least people can have closure
