Foreign aid should not be paid to governments which risks accusations of bribery. Foreign Aid should only be paid through established International Aid Agencies recognised by the DEC committee, (eg Save the children, Oxfam, Red Cross, Red Crescent, etc) This way, the money is traceable; its spending monitored and the quality of service and goods provided regularly evaluated.
