Petition Benefits cap should apply to all regardless of disability in the family

Currently, the benefits cap does not apply if any child has a disability or one of the parents is disabled. This is unfair. The cap should still apply with additional benefits given for the disabled party if needed. As it stands the family can receive unlimited benefits just because one person is disabled
