Petition Opt Out of the State Pension

I expect by the time I retire, the state pension will be means tested. As such I expect to see a big fat 0 from the state pension.

I would like the right to opt out of the state pension part of my NI contributions. This will allow me to use the money now to secure better private retirement plans.
