Petition Apprenticeships in government for unemployed people

If someone is out of work for over a year, the government would give an apprenticeship in government its self to that said person, rather then just benefits. As a taxpayer I would rather see my money spent on something that helps less fortunate find proper work. It will also get younger poorer men and women involved in politics, not just the elite.
