Pass the fines payable by the crooked banks direct to the N.H.S. Without any government interference. This would make up for the budget shortfall. Leave this as a permanent arrangement to keep the banks clean and support the N.H.S. As this money was raised by a fine the government cannot have plans for it(not in any budget calculations)
