Change the motorcycle A1 licence restrictions to entitle the holder to ride up to 19 kw (390cc)engine power .
This fills the current no mans land of 125cc to 394cc .
If you pass your A2 licence which is 20-35kw 395cc you will probably ride a bike 395cc upwards.
There is absolutly no insentive to pass your A1 test if you can ride up to a 125cc on a no more than a CBT . This will encourage riders to go for their test and as a consequence be safer on the roads with the training and experience gained and be able to up grade to the A2 size bike more naturally because the step up wont be too great.
