Petition Employers to pay employee NI as well as Employer NI for low paid workers

Where employers insist on part time or zero hours contracts which result in employees earning less than the NI Threshold amount employers should pay both Employers and Employees NI at the standard rate for all the employees earnings. This will result in the following:
Dis-incentivise the use of zero hour contracts
Generate more income to pay for the NHS etc
Give employees NI credits to count for the state pension.
