Time to stop Dog Mess on are streets, Every dog owner pays a one time license fee for the dog they own, for that the dog is micro chipped & D.N.A is taken of the dog & registered on a national data bass,
When dog mess is found by one of are dog warden's (never seen one!) or a street cleaner, It is bagged up taken back for D.N.A analysis and the owner of the dog is sent the bill for the cost's of the clean up. That should help with the national debt in no time, Seeing the amount of DOG MESS ON ARE STREETS
