We are in the midst of constitutional changes involving major transfers of responsibilities. Usual practice is for new recipients to increase political and administrative staff whilst body giving up powers (usually Westminster) remains unchanged. This time costs at new location must be fully matched by savings at old one. We simply cannot afford more politicians, administrative staff and other related expenses.
