There MUST be a ban on late collection of debit payments: The banks MUST ensure any payment made electronically REMAINS off the customers balance until it is collected or disputed. Banks are making millions in charges by returning payments to the customers accounts through delayed collection policies. This entails potential mismanagement of customer accounts and incurs them charges.
Please outlaw this manipulative and devious method of making money.
