That the government introduce a new offense of being in a public place without the face being clearly visible.

The only exceptions should be during times of cold weather or while either driving a moving vehicle or immediately before or immediately after so doing.

In addition as part of the legislation so introduced a face covering should be allowed to be considered by both judges and magistrates as an aggravating factor in all assaults, thefts, murders, rapes and other crimes committed against people or property.
