They need guidance and support. Look at the recent riots, disaffected young people they need to be taught respect or others and self respect. I belive a 1 years sentence to a National Service(not boot camp) type sentece that would be secure but wich  would give young people focus and a sense of purpose. Providing the do gooders are kept away.
