If people pass through school and come out with few/no qualifications, they should only be eligible for a lower scale of benefits.
This can be justified because the individual has wasted a free education. Plus, if they chose this as a start to their life, any benefits the do qualify for will be less of a burden to the uk. It is a strong incentive to get off benefits.
