Petition Three tier benefits structure

HIGHER TIER: For those that have been in continued employment for three years or more, will recieve benifits at the higher rate on production of proof of seeking employment. MIDDLE TIER: for those that have not retained secure employment for three years and more, and also those on the higher rate for 12 months. LOWER TIER: for those in trouble with the law such as Asbo's Cautions and Convictions, may also include new Imigrants that do not meet the criterior of Higher and Middle rates. The higher rate will enable newly unemployed keep up with mortgage payments etc, removing costly private housing rentals from the tax payer, the savings made from the lower tier paying for the higher tier
